1997 steering wheel vibration between 55 -70 mph along with oscillating howling sound

Both, Had the vibration and noise. I used "stuck " to indicate the caliper will not move in either direction, rather than "locked", which makes it sounds like the brake is full on dragging the tire. My wheels moved freely, just one was stuck closed enough that there was enough friction at high speed to increase pad/rotor heat to the point where expansion would occur, causing the noise and vibrations.

Thanks again for all of your replies. I finally got all tires replaced and the wheels aligned... Steering vibration is gone, 50-80 mph is now soo buttery smooth, love it.

The howling is still there, but I know its an old wheel bearing .

how do you check if your wheel bearing is in need of replacing ?
