Depends on the conditions you are driving in. I managed to squeeze about 30 MPG out of my 2000 ES300 going to Chicago and back a few times. However, if you are sitting there idling in the traffic jam for the most part of your daily commute, that does sound reasonable for that car. Here is an official EPA rating, which states it can go as low as 17 MPG during city driving.
