'93 charcoal canister bad. need a replacement?

'93 charcoal canister bad. need a replacement?
I tested my charcoal canister today due to a hissing upon removal of the gas cap to find that it is blocked up. I haven't had the chance to blow some pressurized air through it to see if I can unclog it, but I have shopped around to see about replacing it.
the cheapest I can find one new is roughly $300 (haven't called the stealership yet) and I found one on ebay for ~$70 used. But how do I know that one will work?
How often do these things fail? is this regular maint. or am I going to be good to the death of the car on a used one? Any insight on what made this fail? do I need to look at my EVAP VSV for fautt or check out the TTV in the bypass hose?
Does anyone know where I can find one new for cheaper? Dealer? I can't find it on rockauto I'm assuming they don't sell it. Does anyone here have a known good one for sale?
