Default 3ES Rear Strut Assembly - am I missing this part?

I've been assembling new struts and I have ran into a new issue. I think I'm missing a small spacer/washer for the rear strut mount. Keep in mind that I am NOT reusing anything, so these struts are being assembled while I'm still driving around on the factory setup.

I assembled one of the rear struts, but I still have some play, even with the top nut all the way tightened. I thought that maybe I needed an impact gun to tighten the nut even more, but that is not the case, according to the shop I worked with. They think I'm missing a washer of some sort, so I did some digging on Sewell and found this little piece. I must have overlooked it, the first time around. Funny thing is, it's not mentioned in the Service Manual.

Yes sir, I did order this with the parts I used when I built up the new struts, and I did use it. I am sure that is your problem.

Looks like the service manual writers forgot to put that in the illustration.

A search on that part number does not show a match for an ES300, many other Toyota and Lexus models however. That part is also not shown in the 2000 Camry service manual either. Hmmmm.

It is an updated part number superceeds 90387-15027.
