What am I getting myself into?
I have a 99 Es300. I want to install an avital 4103 remote starter in it. can it be done? what do I need? and most importantly, does it need to be programmed from an outside computer like a lot of other cars require?

The answer to the first question could be answered by someone who can install a remote starter...so if you don't know that answer you might need to have it installed for you. Otherwise you will have a steep learning curve if you want to do it, get the service manual, start reading the12volt...
I don't know about programming from an outside computer but this car does have a transponder key which is typically a consideration for a remote start install. Usually you need to surrender a key to be put in the car and used by the starter, or bypass the transponder system for the remote start, various ways exist to do this depending on the car.

You definitely need a wiring diagram to do this. You will also probably need a transponder bypass unit. There are different bypass units and some do not require you to surrender a key. I got both my remote starter/bypass unit from the following:
