Default 1996 Lexus es 300 Crankshaft pulley dont trun

19. SET NO.1 CYLINDER TO TDC/COMPRESSION
(a) Turn the crankshaft pulley and align its groove with the timing
mark ”O” of the No.1 timing belt cover.

On My crankshaft pulley wont align to the mark "O" why, if the camshaft timing pulleys
are aligned. ?
I change the water pump now it wont start.

Did you align all your timing marks on the belt to the pulleys? Crankshaft pulley will align with the "0" mark on the cover twice per once for the camshaft pulleys. Are you on the correct stroke? You may be on the exhaust stroke at TDC.

IGNORE any instructions to set the piston to TDC compression. Just ignore this, compression and exhaust stroke are determined by the camshafts, the piston is either at the top of its stroke or it isn't. Set the crank to the zero mark and go from there.

What manual are you using if any?

Did you install a new timing belt when you replaced the water pump? When you say hitting do you mean it actually does a hard stop or is it meeting with strong resistance? Can you turn the crank 360 without the belt on?

Here is a two part water pump/timing belt video on a 2000 ES300:

When you say cranks snap back I take it you mean camshafts? Camshafts will tend to do this do to valve spring tension. Do you have timing marks on the belt? With the timing belt off, how far can you turn the crankshaft or where does it stop? Take some pictures.
