Default What is this and should it have a hose on it?

Please see the pic - this is from the front of the car. I discovered this trying to figure out where an oil leak wascoming from (oil filter as it turns out). Looks like there shold be a hose on it ... ? And is so, where does the hose go to?

Edit: should have used a thicker line to circle the part - sorry.

This is the block Drain for the coolant. When you want to drain your coolant from the block, you would attach a small hose to that drain, and open the drain.

The coolant would than flow through the hose and hopefully into a waiting bucket. If you are not draining the block than there need not be a hose attached.

There is another separate drain under the Radiator.
