Default Question and i need some advice

I've got a pretty bad exhaust leak from the y-pipe thats annoying me and i'd to do something about it. however i dont want to go to the dealer and pay a ton of money for the pipe. and apparently you cant just call up a junkyard ( T.A.P) and buy one. can i pass a state inspection with a leak??? (cause mine's is up).

Last time I checked, it wouldn't take too much money (should be well under $100 USD or even lower) to have a muffler shop spot weld the leak shot or even to cut out the bad section of pipe and put a new one in.
