I was looking to do the same thing. I didn't know if the low resistence of the LEDs would set off my light out indicator so I opted for the PIAA Xtreme White bulbs and got the same results. They were about $9 for the pair. My bulbs required a 2825, but a 194 bulb works just as well. I also replaced the pubble lights in four doors with the same PIAA bulb to complete the white look. Looks awesome.

LEDs will work fine on the license plate light,I know because I got some on my 96 ES300,I got them on eBay for around $6 dollars, they are a wide beam super white LED(resemble the white color of HID lights),type in "194 LED" on Ebay and they will give you a wide selection of LEDs!!
