Question condensor ?

the are 2-black [fuse like] plug in type objects in the fuse box by the drivers knee in my 1997 es300. I assumed this was like a fusible link or something, but after giving the part number #90980-04066 to my local lexus dealer he told me it was listed as a condensor. My queston is should I show continuity between the two metal tabs when they are removed from the fuse panal?

My question is how did you access to the condensers? a condenser is a capacitor.. and i recall seeing them on a print as a capacitor so i'm assuming that's what they are. the reason why i'm interested in them is because i'm hunting down the ignition feedback i'm getting on a new radio install... the manual lists them as ignition noise filter and because i know capacitors leak over time... i want to see the effect the replacement will give...
