Default Suface rust or not....??

find that on my A pillar, is that a suface rust or rust under the paint..???

It looks like rust to me. I used to have a couple rust spots on the A-pillar also in my '01 ES (as a result of paint being chipped; we all know Lexus paint chips easily compared to other vehicles), so I cleaned and lightly sanded the rust out, and touched it up with the Autovisuals paint pen. It looks great

cuz i want to make sure are those rust cuz by stone chip... or factory defect...since it was bubble not a regular stone chip....

Unfortunately it's hard to tell from just that picture (whether the rust is coming from paint peel, bubbling in the paint, etc.), but then again no picture will do it justice; seeing it with my own eyes is no comparison

What year is your ES mcv? A proper sanding & touch up that lexusk8 suggests is probobly all that is needed

mine was a 97 ES..
i was trying to argue with the service manager, saying that it was a factory defective...

That might be a hard sell MCV, but you have nothing to lose by trying. From the pic, the problem dosen't appear to be too serious however.

I had a similar thing, but mine was at the top of my passangers door.. I just did exactly the same as lexusk8.. Not a problem now..
