Registration in Pennsylvania
I just moved to Philadelphia from Toronto. I bought a brand new ES 350 in Canada before I moved and had it shipped to US. I had all the necessary documentation and got through customs no problem.
When I went to title/register in Pennsylvania, they told me I ddin't have sufficient proof of ownership, because I didn't have a previoustitle or manufacturer's certificate of origin (MCO). I don't have a title because I didn't register the car in Ontario - Pennsylvania will be the first title.
In Canada, there aren't MCOs. They issue something called a New Vehicle Information Statement (NVIS) that has all the same information an MCO would. The dealership in Toronto says that they've sold cars for export before and NVIS + bill of sale is all you need.
Does anybody have any advice on how I can convince Penn DOT to accept NVIS or alternatively obtain a certificate of origin? I really want to be able to drive my new car - it's just sitting at a storage facility until I can clear this up.

Tjunruh: I've imported two vehicles from Canada without a problem. Through customs and I used this dealer who provided all necessary paperwork and ADVICE. Here's a link to their office:

They weren't too helpful. Said the same things the previous place said - they would send the application in for me, but it's a deviation from normal, and there's a good chance it won't work.
