Why only recall passenger side airbag?

Default Why only recall passenger side airbag?
There are many airbags on the car. Why is Lexus recalling only the passenger side airbag? There must be some reasons behind this.

Not all the airbags are made by Takata and not all of them use the same inflator even if they are made by Takata.
