You can feel it on the outside and it's not the first I seen it on what part of the fog light would I be ordering if has to be replaced?

Looks like it's melted to me. I think that the OEM bulb is 9006 51w. I have 55w halogens that I run a lot and I have not had any damage. I may switch over to LEDs in the future.
Try ebay for replacements. I see used ones for about $30 and new (replicas?) for about 80
