aftermarket vacuum surge tank
I'm having trouble locating an aftermarket solution for a small piece of plastic that sits in between the egr valve vacuum line called the "vacuum surge tank", similar to the one shown in this post

Toyota and Lexus want over $50 part and have had no luck finding it online due to frustration of failing California visual smog inspection. If anybody would be so kind to provide a link to a reputable source, it would be greatly appreciated.

have you tried bypassing it with a straight piece of hose?
I also had no luck in locating an aftermarket one and had to get one from the dealer but I don't believe it was 50 bucks I think around $30.
I did look at the old one that crumbled and honestly it doesn't look like it does anything special. you might be able to get away with a straight hose.
