ECU arrived- safe to install?

Default ECU arrived- safe to install?

The 1992 rebuilt ECU finally got here but I'm a bit nervous to just install it not knowing if another component caused it to fail. Did use the jumper to get codes but all I got was continuous flashes with no pauses so did not get any trouble codes. Has anyone else had this occur? The Old ECU is out and the first thing I noticed is the side panel is dented as if it had been taken out before. I have found some strange repairs done to this vehicle in its life. But bottom line is any input as to should I take the chance to go on and install the new ECU and see what happens? If anyone hears of a nuclear explosion in Iowa - It was me putting in this ECU!
