Default 2003 ES300 hid ballast

Does it matter when buying an HID headlight ballast what side it's for, or does the ballast fit either side of the headlight assembly?

Sorry for the thread hi-jack.. but where would be a good place to actually power the HIDs? Right now they are on the positive terminal of the battery, but I'd like to anchor it to a more secure location. I cant reach the horn, which is often recommended.

Right low-beam problem on my 2003 ES300. Was intermittently working by turning lights off-on, then went out completely. Checked RH low-beam fuse which is OK.
Checked right low-beam bulb and found that it was now burnt out. Purchased D2R HID standard 4300 OEM replacement pair. Right low-beam still out.

Getting 12 volts, so it would appear that the ballast could be the issue.

Have tried to find video/instructions on replacing the ballast in this vehicle but what I have found so far has been on IS models or various other models.

Do I have to pull the bumper off or it there a workaround?

Any info would be much appreciated.
