I'm extremely interested, but I am not too sure if I can handle the task of installing... I'm a newb, I can't even clear my corners! I'll wait till some people get theirs and install, then I'll decide.

They are white cold cathode rings.
I have seen them used before on computer fans. check this out:
they run off a 12v power source:
you can even get them in different colors:
oh yah, and they are 80mm in diameter...just the right size for headlights!
www.sunbeamtech.com is one company that sells them, i know there are alot of other places too though
install is simple, hook all of them up to a 12v power line and stick a switch in the line. open up the headlight cases and glue them in there. job done.
rings are $18.99 each from http://www.directron.com/ccfl.html
btw, way to rip off the bmw 'angel eyes'

Actually that's not what they are. They are hand made, and if you knew anything about the inside of the es300, you'd know that the rings are different sizes. 80mm is 3.15". One of my rings is 3-3/4" outside diamter, and the other is 3-7/8". If you installed these rings, it would leave a huge gap at the bottom of the housing. My setup also uses an external power source, not just 12 volts + and -.

I just went to that website and saw this:

there are other companies that make white - and they are VERY bright.
btw, the ones in the pics you posted look blue anyway
oh yah, and cold cathodes can be heated in an oven and bent to be made wider. i notice on your 'ghost eyes' that the larger circles arent full circles but the smaller ones are. is this because the larger circles are bent open small ones? hmmmmmm (like on this pic - https://www.clublexus.com/forums/att...&postid=528493 )
why would you want an external power source anyway? then you just end up having to replace batteries...

wrong again my friend. The blueness is just my camera. We are not using plastic. Once again, if you knew what the inside of the headlight looked like, you would know why one ring is more open the the other. But you don't. You don't even own a lexus. Thanks for your input.

i have seen people make them by heating up and bending those clear plastic rods that you open/close window blinds with, and i have seen people make them from plastic tube from home deopt, and i have seen people use EL wire, and stuff like that. your rings do look alot like cold cathodes cold cathodes arent as bright durring the day though.
