Default Parking Brake Adjustment Question

Hi Y'all,
question about adjusting parking brake. I installed new rotors and pads and used a guide similar to this link to adjust the parking brake.

I turned the parking brake adjustor until the rotor is locked and can't move. Then I turned the adjustor the other way until the rotor can turn again. My question is, how do I know how much to turn the adjustor? The guide above says '8 notches' which I personally don't know how to accurately measure.
Right now the parking brake seems to engage well and hold the car. How would one know if the parking shoes are dragging?

You need to listen to the clicks and count them, it can be a bit tricky to move the adjuster just enough to get one click out of it but it can be done with a few minutes of practice.
