Now, several factors come into play when you attempt to do this. The first is do the mounting tabs match your car? Second, is there the slightest variation in fit and finish where you will attempt to install these lights and find that they wouldn't fit properly? Neither of these I know personally but, with these questions in mind, you can feel free to ask some members of this board that have been in your shoes and found ways around it. I'm pretty sure you can do the project you desire to do...just seek the council of folks like See_fu, jmai22, Amrit50 and a few other members that frequent the HID section of this site. ALSO doing a search doesn't hurt either.

I've seen pictures of the housings for both the halogen and HID lights for the 2nd gen (halogen 97-01, optional HID 00-01). I'm pretty sure the housing will fit, you may want to double check by asking to see a diagram at the parts counter (even if you're not planning on buying them through the dealer). Obviously, auto-leveling will not work, but as long as your lights are aimed properly, that should not be a huge concern. As far as wiring, the ballasts draw a very high voltage when "striking" the bulbs, so you may be wise to add a relay/reinforced harness, rather than simply wiring the ballast up to the connectors for the factory H7's. Furthermore, I'm not sure what type of power connector the OEM ballasts have, so you may have to swap types of connectors.
The job is definitely doable if you have the patience. The sheet metal did not change during those years, so even if the tabs have moved slightly (a possibility due to the autoleveling housing) , there's bound to be a creative way to mount them.

...when i last had my car in for service, i've gotten a 2001 es300 with hids.
i've had the idea of stealing the hids and swapping them so i thoroughly checked them out.
for one, auto leveling. no way can you add that to your car. another is the wires. there was a black box mounted by each of the headlights that i guess were the ballasts.
there wasn't anything that resembled the regular setup.
go to the closest lexus dealer and check under the hood.
hope i helped.
