SUCCESS!!!
The OCVs would not budge no matter what I did. I finally got a 1/2X2" wood screw and screwed it in the openings enough that it un-seized the sleeve. After seeing how much force it required it became apparent that the method of inserting a screw in the slot would not have worked for me. One word of warning...as I pulled the OCV sleeves out I noticed that a small piece of the screw thread had come off inside the sleeve so if you use this method beware that you may potentially drop a piece of metal inside but I was just at my limit with it. Pics attached.

PN for 2000 ES 300 OCVs (purchased from Toyota dealer $88 each):

153300A010 - right side OCV
153400A010 - left side OCV )

Next came the moment of truth. Tried to start the car and the loud metalic noise came back but I noticed that after a few strokes the car would not turn. After couple of times of trying to start the car the battery acted like it was dead (Interstate battery purchased August of 2013!). So I jumped the car and didn't care about the sound and after several attempts the car started and the sound went away. My whole garage turned into a fog of smoke! It is late at night so at this point I'm not sure if my hesitation and shuttering has gone away for good but a short test drive proved successful. Now I need to find out why may battery was near empty!

I want to thank all of you, especially tomf for all the help and excellent hints. It really was a treat.

Any update yet on how your engine is running, whether the warning light stays out, and the symptoms improved?
