Hi guys, I am currently struggling with 2 issues with my car.

The first thing is, low RPM (about 500rpm) even when starting my car in a cold morning.
Before having this issue, when I plugged in the key and start the car, it revs to 2500 RPM, but not only 500 no matter starting the car cold or warm.

The second thing is not a mechanical problem...
I replaced my hood with a primed one (black) 2 years ago. And now, 70% of the surface (not the bottom side) have rust on it, and I believe it is surface rust.
How do I remove the rust, I don't plan to sand it out as I will not paint it and sell it by the end of the year (Poor graduate student). Only the hood is unpainted (primed), the rest of the car is on Original Paint, is there anyway to remove rust and not damage the other part of the paint?

Hopefully I can get these fix by the end of October as my parents are coming over around Nov.

*** Another thing I did not mention was Oil Pan, I went to a new lube shop to do oil change last time , and the mechanic told me that I have to replace the whole Oil Pan, anyone know how much does it cost for changing the whole oil pan (labor fees+parts) as I don't know how to fix that myself

If it's basically only surface rust you can remove it by spraying it with WD 40 let it soak a bit, then rub it off.

that easy? and it wont damage the other paints + the prime on the hood?

No, it won't damage the paint. It will leave a protective layer for a few days, following which you should apply a coat of wax.

Hopefully, the surface rust won't return for awhile. When/if it does return than repet the process.

What kind of WD-40? The normal Blue can ? or the Rust Release Penetrant Spray? or the WD-40 Specialist Rust Remover Soak?

I parked my car into a dark parking structure (next to my office), I will take a picture ... 5hours later (after work..)

Depends how far the rust has etched into the metal. WD-40 will remove the very top, superficial layer of rust but wont' do anything if the oxidization has gone deeper. For that, you will have to use an etching solution like phosphoric acid, or remove the rusted metal completely.

Far better to just replace the hood, and not leave it in primer this time.

alittle about me and my car::::

I just graduated and recently got my first job
so I finally have some time and $ to spend and keep my ES healthy.

I love my car so much, and we went through so many sad things including 1 minor accident causing him(My ES) to replace the hood.
Sadly, as I parked my car outdoor 99% of the time, the rust finally start growing on the hood, so I really want to get rid of it.

I am planning to sell it to get another car (probably a smaller car as I am alone all the time) at the end of the year, therefore i will sell it without painting the hood.

Next week, I will bring him for changing his tires and do alignment .
He have 135k miles right now, but there are a lot of weird things and noises right now.
1) KING KING KING..... sound from the front end when i m crusing around 10-30mph.
2) Car + Steering wheel vibrates when I stepped on the brake paddle (stopping the car, but not completely stop) on freeway. (probably changing the tires and alignment helps)

I kinda calculate how much I need in order to fix the entire car and make it beautiful, but from my perspective, I think it worth to much on a 97 w/ 135k miles.

I wish there is a ES club in South CA, so someone can determine what problems my car is currently struggling with

Any advice will be great.

The shake in the steering wheel / car when braking on the freeway would most likely be caused by warped brake rotors. You should probably replace them, unless it's very minor and a mechanic can cut them for you. But you would most likely have to get them replaced. And if you replace your rotors I'd recommend replacing the brake pads as well.

I don't know how correct or useful this info is, (I am a 17 yr old student attending a skills center for auto mechanics) so anyone on club Lexus feel free to correct me if I'm wrong haha.

You need to paint the hood, or the rust will just keep coming back. Primer is very porous, it holds water. WD-40 will wash off very quickly, you'll have to re-apply every few days. And once it saturates the primer, there's no way you will get paint to stick if someone ever wants to get it painted. It would cost more to have all the oily primer sanded and cleaned off, then to just get another new hood.

Paint the hood. Even cheap rattle can paint from the hardware store will be better than nothing.
