Default P1351 code.. thoughts?

I just bought a 99 es300. The cel just came on and the code is P1351. The car has 175K miles on it. Not 100% sure on when the TB was replaced. The car runs and drive perfect! If the timing belt skipped a tooth, would it still run perfectly smooth?? I also read that it could be the VVT solenoid (OCV) What do you guys think??

I'd bet it's the oil control valve. Of course I just replaced my left one so I'm probably biased. It was an easy replacement. Cost DIY about $85. My car did not run smoothy and eventually my CEL started flashing.
