Cruise control stopped working

Default Cruise control stopped working

2000 ES 300
I just replaced the starter.
Had to move cruise control out of way to get to starter.
No damage to cruise control from what I can see.
Checked both 15amp fuses for cruise control - they're both good.
When I turn cruise control on the green light on dash comes on.
When I try to set the cruise control the green light on the dash flashes.
Cruise control does not engage.
Any ideas?

Therein lies your problem. IF the cruise worked before, you do not have a connector properly reconnected or a wire broke or something got damaged.

Go over every connection that you removed and even those in close proximity to inspect and verify that they are properly reseated. Check hoses as well if any were removed. Attention to detail is the key.

I didn't disconnect anything from the cruise control.
There are only 2 connections to the cruise control & I didn't touch them.
All I did was unbolt the bracket the cruise control mounts to.
The bracket bolts under the battery.
I'll check the throttle cable one more time to assure it isn't binding on anything...

Maybe you didn't "touch" the connectors to the cruise. However, something happened, right? So, perhaps unintentionally, you disturbed a connection? Recheck everything. Pull the connectors apart, clean(use a contact cleaner such as CRC Contact Cleaner) and reseat them. It is very likely that an intermittent connection now exists.
And make sure the bracket is grounded. I doubt that it is your throttle cable, else it would not drive correctly.
