I had a similar problem. Failed ac 2x in BC before I figured it out.
I had tho replaced the cat & cracked y pipe. Still failed.
Had 2 new o2 sensors installed, still failed
The problem I had was fuel injector leaks. A mechanic I used installed the o rings wrong ( yea can u believe that ?) plus he used the wrong size gaskets on 2 inj too, so the rail was not seating properly & the air fuel mixture was all screwed up.
So Id check your fuel system & vacumn leaks.
Intake air gasket problem maybe?
Cracked MAF hose?

I just had mine smog a few days ago and from what yours looks like I would check the timing first. If the timing isnt around 10 degrees btdc . Where you emission levels are at you also might need spark plugs. A new cat willn't fix your problem. If you are in the Orange county area I could help you out
