Default 1993 ES300 Overheating / no heater

I have a 93 ES 300 that overheats and blows cold air thru the heater. Overheats quickly, blows cold air, fan seems to be moving very slowly. Was low on coolant, filled coolant still has same issue. Are these problems related or are there a few different things going on? Obviously the fan is a problem but the overheating and no heat makes me think water pump or thermostat possibly. I believe the fan issue is either a temp sensor or relay, and maybe even the P/S pump. Or maybe one fix will repair everything. Any info would be greatly appreciated.
