Have you checked your PS fluid? Does the noise occur when you turn the wheel fast, and not slow? Or all the time? How about when you are not moving?

I've driven multiple 2002+ Camry's and an 03 ES with the same thing, though at any speed. (I work at a car lot) My guess judging from those cars was that it's just something that isn't lubed where the steering shaft connects to the steering wheel itself. Do you hear any power steering whine? Then it more likely has to do with the steering system.

Out of curiousity does the noise occur while the left turn signal is activated while making a left turn (clicking noise) or does it happen regardless of the turn signal being active? I sometimes hear a clicking when making a left w/ left signal on. Other times I hear a faint whine when turning without the signal at low speeds. I'm pretty sure that I've read others comment on both of these situations but have not found a solution to fix either. I did the incremental psf change and then bled the power steering which did not solve either issue.

My thoughts on the clicking is the retraction feature of the signal arm returning to center. The faint whining noise could possibly be lack of lubrication on the steering column... Your guess is as good as mine and I'm sure there are quite a few people who would love to get the solution to these mystery noises.

Have you driven an older Ford? They all do it. Kind of hard to explain...but its like a "whiiirrrrrrrrrrr" when you turn the wheel. Hard to say for sure what you got though, without hearing it.

My steering wheel squeaks a bit during low speed turns where I turn it alot. Makes the same noise my friends 2000 Camry makes. I sprayed some silicone where it meets the firewall (I think there is a bushing there? Cannot remmeber) and that eliminated it...for now. Yours might be a dry shaft, hard to say.

My 2003 es squeaks when it's cold all the time it is so annoying
