Default Calif. Smog Check Question

I have a 1998 Lexus ES300 and had it serviced at the Toyota dealer due to a CEL. I had them service the car to clear the CEL and then took my car in for a smog this past Friday. I passed, but barely. I was at the max for Hydrocarbons, measured 51 ppm @15 mph, max is 51 ppm. One more point and I would of failed. Why are my hydrocarbons so high? Everything else is well below max. The following is my test results:

| HC (PPM) | CO (%) | NO (PPM)
Test | Max - Ave. - Meas | Max - Ave. - Meas | Max - Ave - Meas
15 MPH | 51 - 9 - 51 | 0.48 - 0.02 - 0.05 | 419 - 57 - 152
25 MPH | 35 - 7 - 6 | 0.46 - 0.03 - 0.04 | 706 - 50 - 76

Why are my hydrocarbons so high at 15 MPH, what can I do to rectify this. I just had them do a valve job, cleaned out my MAF sensor and replaced my fuel filter. Could it be my Cat. Converter is going bad? I cant believe the dealer didnt pick this up during a diagnostics. Is a smog different than a diagnostics? Im just frustrated I was not made aware that my care might not pass smog after spending $900.00 dollars on service. Any help would be appreciated. Thank you.

Diagnostic is different than smog, when they smog a car the do check the ECM to assure that the readiness monitors have been set, and that there are no stored codes. They also monitor the gasses from the exhaust pipe. When a mechanic runs diagnositics, they do not checn what comes out the pipe. Since you have high HC, I would suggest cleaning the injectors. One sticky injector could easily explain these numbers.

Thanks for the info George, really appreciate that. So, you think one or more of the injectors could be the culprit. What would be the best way to clean the injectors? Should I use Seafoam thru the fuel system or have the dealer remove and clean out the inectors?
