Default 1999 Lexus ES300 146k VSC and VSC Off Check Engine P0446

I have a 1999 Lexus ES300 with 146k miles and just the other day the VSC and VSC off lights lit up while I was driving...Then a few miles later the Check Engine Light came on. I scanned the codes and got P0446. My mechanic said it will be the Vacuum Switching Valve on the Canister part number 2586062010 but he says its a 2.8hour job. I read elsewhere it should only take 20minutes.... Can someone clarify? Does the car need to be lifted to do this? Also is this the right diagnosis and will this clear the VSC and VSC off lights coming on as well? Becuase when I cleared the check engine code those lights went off as well.

I have the same codes and problem. The lights will come back. Its either that valve, the canister itself, or gas cap. I'm going to trouble shoot starting with cleaning the gas cap and try that. The move onto the valve, then evap box.

I have a 99 ES300 with same code. I found a used Canister in the wrecking yard they gave me a 30 day return if it didnt work. before I took out the whole canister, I replaced just the VSV Valve and 500 miles later no more codes. it took me more time to lift the car and crawl under it than it took to replace the part. I went to Rockauto.com and found a new VSV Valve for $44 if you need to just get that part.. the best price I could find anywhere for the whole Canister was $ 260.00 from Autohaus.com

Got the Canister from Colonial Toyota on eBay for less than $250.
