Default driver side wiper acting weird

hey everyone my driver side wiper on my 2000 es300 is acting weird it leaves being aloft of water and streaks even tho the blade is brand new also when im going over 100km/h its almost impossible to see out of the window because of the streaking, same thing if i use the windshield washer fluid what could the issue here be? i was thinking theres a problem with the wiper arm itself thanks for any help in advance

Try giving the outside of your windshield a good cleaning with a strong auto window cleaner. If there is a buildup of wax from a carwash or an oily residue from being sprayed by other vehicles when it rains, the wiper/s might not make good contact with the surface of the glass. Also wipe down the rubber blades of your windshield wipers.

Also, make sure the hinged parts of the wiper aren't frozen.

ya its weird, can you suggest a good chemical to use to clean up the windshield? also are there any adjustments that can be made to the wiper arm or the motor?
