Checked both EGR and modulator, both are in working condition but I still have P0401

On our es300 it was VSV that sits on top of charcoal canister. It got clogged somehow. I took it off and blew air through ports and it unclogged it.

The is an EGR VSV that controls vacuum flow through the EGR modulator then through the EGR. check the EGR VSV located below the cover near middle.

by left side you mean passenger side? Then it's right side

I've taken off VSV that was on top of canister and it seemed to be plugged. I blew air through it and checked that it works. I've reinstalled back on the car and P0401 code hasn't been back on for 4 or 5 days, then it came back on. I've ordered part online and will replace this vsv and see if it will cure the problem.

Its actually near the middle. Just follow the egr line to the vsv.

I can't get cover off, seems like bolts are stripped. What's the best way to get this cover off?

They are not stripped. you need to use torx screw to remove them

You wouldn't know which particular one, ie T10, etc.

I had a few 1mz's with that code and it was always the modulators. Going to the junk yard and seeing them missing off all the motors should tell you something
