vaccum sensors on a 96 es300

Default vaccum sensors on a 96 es300

how can one tell if the vaccum sensors that connect to the egr/modulator that are located under the lexus cover, are working properly, the manual says to apply voltage and it should block the airflow is this correct? the reasons were i failed smog, and i replaced the egr modulator and reset but the cel came back, so i was try to trace emissions air flow to find the problem.

well i found out how the vsv sensor are tested, guess thats my next item to try to get rid of the cel.
