Was the picture taken after the car was parked overnight and before start-up in the morning? I am saying this because the coolant level is usually lower than the "normal" level before your first drive out in the day, and after some driving, the coolant level will rise up to the normal level. If this is not the case for you, then yes you'll have to add more coolant.
That appears to be the right kind of coolant for your '00 ES, Toyota Long Life red coolant. Yes you can get this coolant at your Toyota dealership at a cheaper price than Lexus.

yes it was park overnight and before start-up.
but i've also checked the level after coming home from work just 2 days when i got it and the level was just slightly above the low level. should it be at the full level when engine is warm or in between.

According to the owner's manual, if the level of the coolant is on or below the "LOW" line when the engine is warm, add the right amount of coolant to bring the level to the "FULL" line. However, if the coolant level drops shortly after replenishing, there may be a leak in the system. Thus, you'll have to check the radiator, hoses, and water pump.

May I suggest that you wait for the engine to be at normal hot operating temperature, then add a little "steam distilled water" , not ionized or filtered, and top it up to the MAX or FULL mark.
I wouldn't purchase a gallon of coolant for the few ounces needed. Agree, it appears you have Toyota red coolant, original equipment until 2005. Since then, Toyota pink pre-mixed has been used, which is "red" compatable.
My coolant moves about two inches from cold to hot in the reservoir. I've considered this normal, since the levels were always within the bottle marks.

yeah just picked up a gallon of those 50/50 pre-diluted super long life antifreeze/coolant at toyota dealership to top it off. the pink fluid stuff, cuz mind came with the pink fluid and not the red one as mention. and i just check the level this morning after overnight parked and before start-up. the level does goes down like in the middle of full and low level. i'll probably do a coolant flush later on, any instruction on how to flush rediator on a 2000 es.

Your rear drain petcock is towards the center of the cylinder bank, accessed from the right side.
I purchased the tubing at a local Ace hardware.
