Default Check Engine Light will NOT blink...

I have a 95 ES300, my CEL came on yesterday. So this morning I jump the TE1 and E1 ports in the diagnostic box, turn the ignition to ON...and the CEL is not flashing like it should, it just stays on. I've triple checked to see if the jumper wire is properly connected, which it is.

Anyone have any ideas what could be the issue?

Cool

Take it to an autoparts store & tell them it's a '96. The DLC3 connector is in the fuse box in the cabin by the steering wheel.

The TE1 to E1 method only works for Toyota/Lexus vehicles pre OBD II. Your 1995 1MZ-FE V6 is a motor that works off of OBD II so you will need a code scanner to read this.

Cool

Doesn't matter what gear you're in for either.

Go get it scanned.
