Unfortunately rust is common on the rotors area (at least where the hub is located). I like to think that rust on rotors happens not only because of old age of the material, but also because water tends to get splashed into the rotor area (especially after a rainstorm). I'd leave the rust issue alone since there's nothing that can be done other than parts replacement (the rust comment I made in my previous post was just a little laugh, not to be taken seriously).

I would only change the rotors if you feel any shaking or vibration of your seat, brake pedal or the steering wheel. That is usually a clear indication of warped rotors. One can undergo a desire to resurface the rotors to fix the warpedness at a cheaper price, but the downside to that is that more metal from the rotors are being shaved off, hence limiting the life of the rotors
