i was planning to get some 17" x 7.5' rims for my '99 es300 and i was wondering if i had to change anything on the ecu because of the bigger rims?

17 x 7.5 is a good size upgrade for the ES, and as far as I'm aware, you don't need to change anything on the ECU. Remember to keep the tire diameter close to the same as the OEM diameter, so that your speedometer stays accurate. Just slap the rims and tires on (and preferably a spring/strut setup for better looks and handling) , and you're good to go.
