The Special Editions are packaged specifically to each region (LED headlamps or not), so the answer is no.

Why do the Lexus dealers I talk to not even know what radar cruise is? (some call it laser cruise) How can they be so stupid as to not want to sell, or even know about expensive profitable options?

Is there some region of the country that gets radar cruise and the dealers are educated about it enough to know to order it?

I haven't seen a ct yet with radar cruise. The most common I have seen in Virginia that have it are LS, LX. You can order one though.

Radar cruise control is a special order option on just about every Lexus.. Unless someone really wants that feature and is willing to wait for the 4 to 5 months for one to be built with it you will never see it on a inventory car's .Most salespeople just don't see the feature so that's why they don't know of it. That's no excuse not to know their own product though!

I have radar cruise (PCS), I waited almost 3 months to find one in Southern California. They are very rare. But worth it! I won't buy a car without it.
