can OEM air bag be transfer to the steering wheel? or does it required a new one from Lexus?

You don't need a new airbag
To install this steering wheel on Lexus IS, buyer just need to swap
1) airbag
2) 2 side tabs (with remote buttons)
3) back cover with or without paddles depends on transmission type
4) cruise control module (option)
to the new wheel, no extra parts needed
