Yea, I'm pretty upset it's been opened. If it was for inspection purposes or pictures, why didn't anybody notice the haze. I noticed it right away.
That's good you got a good set. The sticker that goes around and on the side sealing the bulb case has been ripped meaning my case has been opened. 
I haven't been having much luck with these Ultinon bulbs. Came upon a seller trying to sell me stock bulbs as Ultinons, so I decided to just buy a set brand new from a reputable vendor to avoid the hassle. Now I received a hazed up legit bulb? I checked them out, they are as real as can be but why is one hazed up? Something really doesn't want me to have Ultinon bulbs, lol.

Interesting, I thought US was more relaxed about inspecting packages coming from out of country since I personally purchase products from Japan for Jpop artists music and sporting equipment. Guess they decided to inspect.
However I would understand it if it were products coming into Canada since customers have typically done this.

The Xtreme HID Ballast will work in it's place. Are you still using the original bulbs from that kit? If so, you would need to replace the connectors on the bulb to mate with the connectors on the Xtreme ballast. I can assist you with this as well.
