If I'm ordering the fog light kit for my 2006 IS350 which has a HID as the low beam but not for the fog light(I assume since it's really yellow) do I check
My vehicle has factory Halogen light
Or
My vehicle has factory HID light

In regards to your question, There may be a malfunctioning part. To determine this, simply swap the ballast from the non-working side to the working side to see if the problem follows. Do the same for the bulb. Whichever part that the problem follows is the culprit.

I ordered a set last night for my daily driven aura integra. I got the slim matter black ballast. Should I have gotten a relay kit as well? My last integra had a relay kit but it said you don't need it.
