I just received the same ticket about 3 weeks ago from CHP in Imperial County. Just had a cop friend sign it off and turned it in at the CHP office. No fine to pay 
I bought a tow hook plate from Advanation on Ebay for $40. Just screwed it onto my bumper to show CHP i had it but took it right off after 
now i just carry it in the trunk for future encounters
