I tend to recommend Platinum VIP since i've never heard nor seen anyone dissatisfied with their quality of work.
They aren't the absolute cheapest but their work speaks for itself.
That being said, there are several threads, including one rather long one, on bodyshops in socal that you should check out.

Autowerks in El Monte, CA, i had them replace my rear bumper when i was rearended and also had them paint and install my VIS TRD rep lip while it was in the shop. Ask for Peter or Bill, and tell them Daniel with the Blue IS300 referred you. Good luck!
