To the best of my knowledge, the decoder kit we are currently testing will work for the 2006+ LS460, but for the LS430, I don't it will work.

This particular kit is used for the LS430 instead:

Do we lose high-beam function with the LED DRL's?

The high beam function will still work since the LEDs will still get brighter during this mode, but the output of the light will not be as bright as the stock halogen bulbs.

The reason why is because LEDs do not produce enough output to shine their light onto the road like halogen lights do. If you directly stare at an LED bulb, it will definitely be very bright, but if you point that LED toward the ground, you will see that the light is dispersed evenly and does not project that far.
