Hmm, I'm in a similar situation, I was issued a "Fix-it" violation alongside a speeding violation (Both on the same ticket) The L.B.P.D officer that pulled me over and cited me didn't mark it down as whether it was correctable or not....either way, I got it signed off (And stamped) by the C.H.P.

The only thing I'm worried about, is pleading to the judge, saying that I'm at your mercy and all that. And he goes, "Nope. Pay the $194 fee."
Just worried that he ends up being a **** and makes my life harder.
I'm gonna wear a button down with jeans (too hot to wear a suit), shave also. Hopefully everything goes well.

So, I shaved. I'm wearing a black suit, white shirt, a tie, and dress shoes. I'm at the court house right now, waiting for this to start.
I'm basically gonna say this, "Your Honor, shortly after getting the ticket, *I removed my tinted windows, and went to the local CHP office and had the ticket signed off. Is this sufficient for a correctable violation?"

Trial by declaration is when you write to the court and basically write your explanation of why the infraction should be dismissed. You have to put the total money upfront and play the waiting game to see if you get your money back less the amount of the infraction. This is used if this happens in a different city too far from you or if you have a hard time getting off of work.
My personal advise is show up and provide copies, photographs, or what have you that you have made the necessary changes had the violation been correctable. I don't see why the judge, that you always reference as "your honor" (sidebar: suit up!), would have reason to stay with an uncorrectable infraction.
In the event that you have to pay, explain how a one time payment is difficult and that you would like to pay the amount in installments. He or she will give you 30, 60, or 90 days to pay in full.
