28 high school kids going out to eat? $20 per person?
You're gonna cause problems. But there are a few restaurants that can handle you.
I live in Long Beach, and here are my recommendations:
1) On Pine Ave Pier, you'll find Chili's and Dave's BBQ. They can handle big groups, and are probably your best bet for something less than $20 per person. Nothing fancy schmancy, but they'll feed a big group before your Prom.
2) Nearby is this crepe restaurant called Creme De La Crepe on 2nd and Elm, near the Performing Arts Center. Good eats and a bit out of the ordinary. Casual chic. Charming, but check if they can handle 28 people (they should, but you'll probably take up almost the whole place).
3) There is an Italian restaurant called Buono's on Ocean near City Hall. Good Italian place. Can handle 28 people, but you'll all be separated into smaller tables (probably better to serve smaller groups).
4) My final recommendation: Hooters. Yes, Hooters. It's at The Pike. They just opened a huge new restaurant that will definitely accommodate your big group. It's mindless fun, cheap eats, and a funny way to kick off Prom night.
Good luck!
