They'll get you in any city. The more attention drawn to the car...it also is noticed by the LEO's. Long time back...in Pasadena on a Friday night I thought was horrid. Cops were walking the stop lights motioning drivers curbside for all kinds of stuff. Suffice they got lots of DUI and warrants. Depends on the mood.
A week or so back on Artesia Blvd. east of Carmenita on the westbound side, CHP had a random smog check for a few hours. I've seen similar on Valley View south.
