I give an enthusiastic for Kim Loan as well.
I've been going there for years, and they've always been a great bargain joint for some Pho, without being skeevy...
If you're in the SFV, Pho So 1 and Pho 999 is my best bet.
When I'm in the OC, Pho 54 (Fo Fidy Fo....as I call it) and Pho 79 are my favorite joints.
But I do agree with many of you, there are sooooo many out there and I can probably say that there are many many good ones out there that I have not tried yet.

Pho So 1 FTW! nice that they opened one in Oxnard too, though I didn't mind driving to Reseda to eat. the cha gio is good, but bad for my cholesterol.
my thanh is good too (in little saigon) from my experience.
