If you and your cousin are planning to ever come to LA (specifically Koreatown area) then just drive down Alameda St. right outside the Downtown area. If you see random Hispanic dudes standing on the street then pull up to them and ask them for an ID (it might help to gesture like you're holding a card up with your index finger and thumb). They used to run for $50 to $60 about 6 years back, so I would assume they'd be around there.
