Most believe whoever's doing it is targeting motorcyclists.
According to first person accounts, someone is intentionally pouring oil in a number of places and prior to the entry of some corners.
Nail spike. One of many found on Angeles Crest Highway.
Oil spilled across both highway lanes:
Video of person (who got caught) spilling oil onto Glendora Mountain Road
However, this is an issue for all motorists, including cars, truck drivers, and even bicyclists.
The question I present to you is: How do we address this?
It's costly to fix a damaged tire. It's even more costly if you crash your car or bike. It's devastating if you get injured.

Set up a few of those motion activated game cameras across from the spots that are getting oiled

Should someone die as a result, it certainly would be murder in most jurisdictions - the intent is there, and remember that the intent does not specifically have to be death (see, e.g., the Model Penal Code on modern-day interpretation of "malice aforethought", or "depraved heart" killings). In some states, statutes may lower to some degree of manslaughter, but I doubt it's too many.

This is some dark and evil stuff. But what puzzles me is the guy who did this video is still *****-out whipping blind curves on his bike, knowing full well there's this guy laying stuff out likely to get bikers like HIM.
