pretty sure Bill stopped hitting that well before 1996, he was into his interns by then.
*edit, sorry thought the article said it was a 1996, I see it was a 1986. . however as I recall Bill was into is sexcapades while he was Governor of AR. so yeah pretty sure he had stopped hitting that back then. Chelsea was born in 1980.

I brought up the no power windows with the Brougham package thing to a Oldsmobile fanatic at my work today, and all I got was a wild and mind-numbing history of every model he and his family had ever owned over his lifetime. Finally after 30 minutes of nodding my head yes and tuning out, he said he thought it was strange. =)

Out of Warranty
I had a 3.8L V6 in my step-mother's '86 Ciera and it was really quick for an "old ladies'" car. It was a beautiful bronze with the Brougham package, and it looked brand new. The trouble it had was that it wasn't driven enough and in ten years it was rotting away. Every belt, hose, tire - anything rubber - disintegrated, then the AC began to fall apart, then the transmission. When I picked up her new Honda, I had ONE speed (second) left in the automatic transmission when I drove it onto the lot. Good riddance.
